Site Investigation “Toolkit” Now Available Online

The Remediation and Redevelopment Program recently developed a web page called the “SI Toolkit” to provide environmental consultants and others with a framework for site investigation (SI) work plans and reports.

The new web page makes documents pertaining to site investigation (guidance, checklists, forms and rules) easy to find in one place. New SI-related guidance and factsheets will be added to this web page as they are developed.

Nov. 19 Deadline for State Letter of Acknowledgment for EPA ARC Grants

If your community or organization intends to apply for an EPA 2020 Assessment, Revolving Loan Fund or Cleanup (ARC) Grant, EPA requires grant applicants, excluding tribal environmental authorities, to obtain a letter from the Wisconsin DNR acknowledging that the state is aware the applicant is applying for a federal grant to conduct brownfield assessment, revolving loan fund or cleanup activities.

DNR Staff to Present Topics during Great Lakes Environmental Cleanup Conference; Registration Coming Soon

Wisconsin DNR staff will play a role in a multi-state remediation and redevelopment conference planned for later this fall in Michigan.

The Great Lakes Environmental Remediation and Redevelopment Conference will be held October 16-18 at the Lansing Center in Lansing, Michigan.

EPA brownfield grant applications may be due earlier this fall. Start working on yours soon.

DNR has learned that U.S. EPA may require FY20 brownfield grant applications to be submitted earlier than usual this year, so the grant process doesn’t overlap with preparations or participation at the 2019 National Brownfields Training Conference in Los Angeles, CA, December 11–13. There is no official decision yet, but release of the grant proposal guidelines and the subsequent proposal deadline could be moved up several weeks or more.

It is our understanding that the multipurpose grants available in the last round may not be offered this fall. It sounds like multipurpose and revolving loan fund (RLF) grants could alternate rounds and only be available bi-annually. If so, FY20 RLF grants should be available this fall.

Public Input Opportunity: Implementation of Wis. Admin. Code chs. NR 749 and NR 750 Fees

The Remediation and Redevelopment (RR) Program seeks your input on a draft publication entitled “Implementation of Wis. Admin. Code Chs. NR 749 and NR 750 (RR-997)”.

The purpose of this document is to provide guidance for responsible parties, environmental consultants, and others who request technical assistance or oversight from the Department of Natural Resources’ RR Program. The guidance addresses fees for DNR oversight and assistance at sites regulated under Wis. Admin. Code chs. 700 – 754. Fees applicable to most cases are defined in Wis. Admin Code ch. NR 749. Fees for Voluntary Party Liability Exemption (VPLE) cases are defined in Wis. Admin. Code ch. NR 750.

The document can be reviewed at http://dnr.wi.gov/news/input/guidance.html and comments can be submitted through May 1, 2019 to the Fiscal and Information Technology Section Chief, Jenna Soyer, at Jenna.Soyer@wisconsin.gov.

RR Program Offers New SI Checklists

Two site investigation checklists are now available from the Wisconsin DNR’s Remediation and Redevelopment (RR) Program.

The Site Investigation Work Plan Preparation Checklist (RR-096) and the Site Investigation Report (SIR) Preparation Checklist (RR-097) are optional tools that environmental consultants and responsible parties can use to help develop site investigation work plans and reports in compliance with Wis. Admin. Code NR 716.

New CR30 Subtask Added to PECFA U&C Schedule #25

The Usual & Customary Cost Standardized Invoice –  RR-107a – and Task Reference Guide #25 – RR-107 – have been updated to include a new subtask under Task 5 – Closure Request.

CR30 – P.E. Review and Certification of Closure Materials – provides up to $1,129.60 for professional engineer time to review site file materials, visit the site, make a recommendation on closure, and certify the closure packet.

The subtask also includes any project manager’s time for a site visit and/or discussion with the professional engineer regarding the site.

Please visit the PECFA Reimbursement tab on the Remediation and Redevelopment program’s website for the updated U&C Standardized Invoice and for complete task specifications as outlined in RR-107.

 

RR Program Case Closure Form Certification Page Updated

The Remediation and Redevelopment (RR) Program has updated its Case Closure Form 4400-202 to reflect the requirements of Personnel Qualifications for Conducting Environmental Response Actions, as described in Wis. Admin. Code ch. NR 712.

Updates to the form regarding NR 712 only effect the final page (page 11), where you will notice a disclaimer: “This page has been updated as of February 2019 to comply with the requirements of Wis. Admin. Code ch. NR 712.” No other changes have been made to the form and the updated version remains dated August, 2016 (R 8/16).
