RR Program Seeks Program & Policy Coordinator

The Wisconsin DNR is hiring a Program & Policy Coordinator within the Remediation and Redevelopment Program. The position will be located in the downtown Madison, Wis. office.

The deadline to apply is January 19, 2020.

The Program & Policy Coordinator will coordinate the work of multi-disciplinary teams to develop program planning, policy and procedures related to complex scientific and policy issues. This person will be responsible, within the direction of the management team, for setting goals, objectives and strategies, and implementation of policy initiatives.

PECFA Usual & Customary Schedule #27 Now Available Online

The Remediation and Redevelopment Program has released the Petroleum Environmental Cleanup Fund Award (PECFA) Usual and Customary (U&C) U&C standardized invoice #27 for the time period January 2020 through June 2020.

The following was updated for the U&C #27:

  • Task 37 – Limit of 5 vapor points has been removed
  • Task 37, Subtask VIS05 – This subtask should be used for reimbursement of initial installation and sampling of vapor points only.
  • Task 37, Subtask VIS06 – This new subtask has been added to separate out costs associated for equipment needed to install vapor points. Subtask is reimbursed per day.
  • Task 37, Subtask VIS10 – This subtask for mobilization can be used for the initial installation and sampling of vapor points, as well as subsequent sampling events. This subtask is reimbursed once per event.
  • Task 37, Subtask VIS15 – This new subtask has been added for subsequent vapor sampling events (after initial installation and sampling).

This invoice is effective January 1, 2020.

Important PECFA Claim Submittal Update

The PECFA Program’s longtime claim reviewer, Tim Prosa, is set to retire in early 2020. Tim will begin training Mae Friederich, the RR Program’s new PECFA Specialist LTE, on claim reviews starting January 13.

All electronic claims should now be sent to DNRRRPECFAClaims@wisconsin.gov. This will ensure that both Mae and Tim see all incoming claims and can process them as quickly as possible, and that claims will continue to be processed after Tim’s retirement.

The Remediation and Redevelopment Program provides monthly updates on the status of the Petroleum Environmental Cleanup Fund Award (PECFA) program claims and the overall PECFA budget.

NR 700 Reporting Due January 30

Semi-annual reporting for the period of July 1, 2019 to December 31, 2019 is due January 30, 2020. Semi-annual reporting is required of responsible parties (RPs) for all “open” sites, including those sites the DNR formerly classified as “conditionally closed” in the BRRTS online database. Consultants may submit these reports on behalf of the RPs.

An email from the DNR with your unique report identification number was sent during the first week of January 2020. If you did not receive an email, you can request a Report ID number by submitting the Report ID Request Form. The Report ID number you will receive uniquely identifies the activity for which you wish to report, the reporting period, and verifies the person using the ID is authorized to submit the report. Reminder: Submittal Portal Redesign; Unavailable Jan. 3 (5:00 p.m.) to Jan. 7 (9:00 a.m.)

The Remediation and Redevelopment (RR) Program reminds you that the Program’s Submittal Portal will go offline beginning today, January 3, at 5:00 p.m. until Tuesday, January 7 at 9:00 a.m.

The RR Program will launch an updated submittal portal at that time. The URL to the application will be slightly different and the new link will be updated on the RR Program Submittal Portal website on the morning of January 7.

Overhaul Coming Jan. 3, 2020 for RR Program’s Submittal Portal

The Remediation and Redevelopment (RR) Program’s Submittal Portal will be taken offline beginning Friday, January 3, 2020 at 5:00 p.m. until Tuesday, January 7 at 9:00 a.m. as the RR Program works to launch a new version of the application.

A new URL for the updated application will be made available on the RR Program Submittal Portal webpage when the application relaunches on January 7. Be sure to access the new application directly through the submittal portal webpage.

Public Input Opportunity: PECFA Usual and Customary Cost Schedule #27

The Remediation and Redevelopment (RR) Program seeks your input on the Usual and Customary (U&C) Task Reference Guide #27 (Publication RR 0113-E) and U&C Cost Schedule #27 (Publication RR 0113a-E). Both documents are available for review on the Wisconsin DNR’s proposed program guidance web page.

Comments on these documents are due by January 6, 2020, and may be submitted to DNRRRGuidance@wisconsin.gov. Please use the subject line: RR-19-0113-D.

Document updates include a number of items related to the investigation and mitigation of vapor intrusion, such as the reimbursement of initial installation and vapor sampling, separating out costs associated with equipment needed to install vapor sampling points, and a new subtask for subsequent vapor sampling events after initial installation and sampling.

NR 700 Rules Meeting on January 9, 2020

On January 9, 2019, the Remediation and Redevelopment (RR) Program will host a meeting to provide information and seek input on the development of revisions to select provisions of Wis. Admin. Code chs. NR 700–799, Environmental Protection – Investigation and Remediation of Environmental Contamination.

The meeting is part of a series of rule development meetings that the RR program is hosting to facilitate input as it develops proposed rule revisions.
