NR 712 Consultant Qualification Guidance Posted

Following much collaboration and public comment, Wis. Admin. Code ch. NR 712 Qualifications and Certifications (RR-081) is now available. In addition to the guidance being available on the Remediation and Redevelopment program’s Publications and Forms search page, it can also be found on the program’s web page for Environmental Professionals.

The document identifies the professional qualifications and certifications for performing and supervising work required by Wis. Admin. Code ch. NR 712, and the requirement for certifying specific submittals for actions conducted under Wis. Stat. ch. 292 and Wis. Admin. Code chs. NR 700 – 754.

Since the early 1990s, the DNR has solicited public input on issues related to who may supervise certain NR 700 response actions and certify submittals for those actions. The current rule, NR 712, was last updated in 2013. DNR staff, with public input, created RR-081 to summarize the professional qualifications and certifications required of environmental professionals who oversee response actions completed under NR 292 and NR 700 rule series.

Department of Natural Resources Project Managers will now provide a review of the necessary compliance with NR 712 in their technical reviews. Responsible parties and/or environmental consultants will be informed of non-compliance issues and asked to resubmit a corrected certification page.
