The Usual & Customary Cost Standardized Invoice – RR-107a – and Task Reference Guide #25 – RR-107 – have been updated to include a new subtask under Task 5 – Closure Request.
CR30 – P.E. Review and Certification of Closure Materials – provides up to $1,129.60 for professional engineer time to review site file materials, visit the site, make a recommendation on closure, and certify the closure packet.
The subtask also includes any project manager’s time for a site visit and/or discussion with the professional engineer regarding the site.

The Remediation and Redevelopment Program reminds claimants and agents that all PECFA claims should be complete and accurate when submitted for reimbursement.
This includes proof of payment for all invoices, properly detailed and itemized receipts, claims for eligible costs only, documentation of work performed (e.g. field notes, photographs, weigh tickets, phone logs, etc.), and proof of deductible, if applicable. All claims must also include 2019 tax documents.
Please remember to use current forms, guidance and invoices by visiting the DNR’s PECFA website.
Incomplete claims may result in delay in payment or be returned to the claimant or agent for revision and resubmittal.
The Usual & Customary (U&C) Cost Standardized Invoice #25 and Task Reference Guide #25 are now available for January 2019 through June 2019.

For consultants and agents performing PECFA work, please note that the Senior Professional rate (currently $109.67) is generally expected to cover time for a Professional Engineer to review necessary documentation when required by Wis. Admin. Code ch. NR 712. This is also reflected in the current UCCS Task Reference Guide #23 (pg. 4; DNR publication RR-092a).
If consultants or PECFA agents feel the Principal rate is warranted for extremely complex sites instead of the Senior Professional rate, the RR Program asks that a justification be provided to the DNR project manager at the time of the cost request.
This is a reminder that the Remediation and Redevelopment Program will cease using P.O. Box 8044 for PECFA submittals on June 30, 2018, and will consolidate all incoming mail into our current program-wide mailbox:

The Remediation and Redevelopment Program puts to good use the skills and knowledge of its customers by working together in a collaborative manner through a number of External Advisory Groups (EAG). In fact, it’s one of the core values of the agency. And with funding from the US EPA’s 128(a) grant, the Brownfields and Outreach Section assists these groups with messaging and keeping customers and the public informed.
Now in its 20th year of advising the agency is the Brownfields Study Group (BSG). The study group is one of the oldest EAGs, created in 1998 at the direction of the Governor and State Legislature to evaluate Wisconsin’s brownfields initiatives and recommend improvements, as well as propose additional incentives for brownfields redevelopment. The BSG continues to drive important brownfields policy changes in Wisconsin and among its successes can count the creation of the Site Assessment Grant Program, which awarded more than $18 million to more than 200 communities before it was transferred to a different agency. The group was also instrumental in developing the One Cleanup Program Agreement with Region 5 EPA, the most comprehensive agreement of its kind, which helps expedite cleanups of properties across the state.
