Hourly Fee Increase For VPLE

The Wisconsin Department of Natural Resources (DNR) increased the hourly fee for the review of technical documents submitted through the Voluntary Party Liability Exemption (VPLE) program. Wis. Admin. Code § NR 750.07(2) requires the DNR to calculate the hourly billing rate each year.

The new hourly rate is $110, an increase from the $105 rate that has been in effect since 2014. The new fee took effect on July 1, 2021.

DNR Awards Brownfields Grant To Village Of Clinton

The Wisconsin Department of Natural Resources (DNR) announced the site where a former gas station that later served as a small engine repair shop in the Village of Clinton is on its way to being cleaned up with help from a grant from the department.

The financial award comes from the DNR’s Wisconsin Assessment Monies (WAM) program, which provides contractor services worth up to $35,000 for eligible sites. The DNR awarded the grant to the Village of Clinton for the now-vacant property that is known to have some degree of contamination, though just how much contamination is unknown.

Reminder: Issues & Trends Webinar on March 16, 2021: BRRTS on the Web (BOTW) Updates and Highlights of the RR Sites Map (RRSM) User Survey

The Remediation and Redevelopment (RR) program reminds you that the next webinar in the Issues & Trends series will take place on Tuesday, March 16, 2021 from 12:00 p.m. to 1:00 p.m.

The scheduled presentation features updates to BRRTS on the Web (BOTW) and highlights of the user survey related to the RR Sites Map (RRSM).

A Zoom web conferencing registration link, along with a schedule of future Issues & Trends presentations, may be found on the RR Program’s Conferences and Training webpage.

Danielle Wincensten and Jesse Papez, data services and GIS specialists with the RR program will demonstrate recent improvements to BOTW and discuss results of a user survey, including ways that survey responses have been, and could be, addressed in the RRSM application. BOTW and RRSM are the two applications that allow the public to access the RR program’s online database of Wisconsin’s contaminated land activities.

Public Input Opportunity – Publication RR-606, Guidance on the Case Closure Process and Continuing Obligations: Wis. Admin. Code chs. NR 725 to727

The Remediation and Redevelopment (RR) Program is now seeking input on the publication RR-606, Guidance on the Case Closure Process and Continuing Obligations: Wis. Admin. Code chs. NR 725 to 727.

The purpose of the guidance is to guide users in preparing for a case closure request, particularly at sites where contamination remains after response actions are complete and continuing obligations are needed to address exposure pathways. This guidance document is intended for use by responsible parties, consultants or other interested parties, Wisconsin Department of Natural Resources staff and Wisconsin Department of Agriculture, Trade and Consumer Protection staff.

The document can be found at the RR Program’s Public Notices & Guidance web page under the “Program Guidance” tab. Comments may be submitted through March 24, 2021 to Jane Lemcke at Jane.Lemcke@wisconsin.gov or DNRRRGuidance@wisconsin.gov.

U.S. EPA’s Brownfields 2021 Conference Issues “Call for Ideas”

Organizers of Brownfields 2021, the National Brownfields Training Conference, are requesting your ideas and suggestions for the upcoming event to be held September 27-30, 2021, in Oklahoma City, Oklahoma.

The National Brownfields Training Conference is attended by stakeholders focused on environmental revitalization and economic redevelopment.

The deadline to submit topic and speaker ideas is March 8, 2021.

Register for the Issues & Trends Webinar on November 18 – Site Investigation: Scoping, Toolkit, and More

The Remediation and Redevelopment (RR) Program reminds you that the next webinar in the Issues & Trends series will take place on Wednesday, November 18, from noon to 1:00 p.m.

RR Program staff will discuss assorted issues related to site investigations, including the site investigation work plans and reports, the site investigation web-based toolkit, and site investigation scoping – identifying contaminants of concern.

Updated VPLE Insurance Fees

The Voluntary Party Liability Exemption (VPLE) Insurance fee schedule (RR-661) is now updated and available on the DNR website.

The VPLE program allows a party to conduct an assessment and remedial action of an entire property with DNR oversight to obtain a liability exemption. Insurance is required for VPLE sites where groundwater contamination levels are above enforcement standards and the DNR determines that natural attenuation will restore groundwater quality.

RR Program Seeks Input on Map Tool

The Remediation and Redevelopment (RR) Program seeks your input and advice that will help guide future refinement of the RR Sites Map (RRSM), the visual component and counterpart to the Bureau for Remediation and Redevelopment Tracking System (BRRTS) on the Web (BOTW).

A brief survey is now available to gather your feedback on the RR Sites Map. The RR Program wants to gain a better understanding of the customers who use the application and how they use it.
